In addition to Chinas claim regarding the ZKZM-500's effectiveness, the proliferation of DIY DEW weapons means that the threat from these weapons should be considered when looking at the modern battlefield. The ant-personnel threat is not so much from tissue damage due to the reflex response to heat, but rather that a high wattage laser can cause ammunition to cook off without the target being aware until its too late.
While it may be advantageous to use reflective surfaces to negate the threat from DEWs, the same reflective surface makes it significantly disadvantageous when considering conventionel infantry tactics. Simply stated, you cannot be reflective and camouflaged at the same time.
